Rains has served on numerous public boards, including as the founding Chairman of the Board of the Harris County-Houston Sports Authority (http://www.hchsa.org) which was responsible for the three new state of the art facilities in Houston: Minute Maid Park , Reliant Stadium and the Toyota Center.   Rains also served as one of only two members of the Texas Veterans Land Board (http://www.texasveterans.org), which issued over Three Quarter Billion Dollars of bonds benefiting Texas Veterans.

In the medical field he has served as a Director of the Texas Medical Center (http://www.tmc.edu), a Trustee of Baylor College of Medicine (http://www.bcm.tmc.edu), the Board of Visitors of the University of Texas M.D. Anderson Hospital ( http://www.mdanderson.org) and a Founding Director of the Houston Advanced Research Center (http://www.harc.edu).

After first practicing law in Houston , Jack Rains was a founder and served as President and then Chairman of the Board of Directors of 3D/International (http://www.3di.com). During his 20 year association with

the firm, it grew from just over a Half Million Dollars in revenues, to executing annually over a Billion Dollars in construction volume, topping Two Billion Dollars a short time later. 3D/I projects and offices were located across the United States and around the world. During that period of phenomenal growth 3D/I was recognized a s a world leader in innovative design and construction management. As Chairman, Jack Rains accepted on behalf of 3D/International , the "E" Award, from President Ronald Reagan, for boosting U.S. exports by over $4 Billion Dollars during a four year period.





Jack Rains is active in the Houston Livestock Show and Rodeo and other activities that preserve the heritage of Texas.



Named to Who's Who in American Law;,American Real Estate, Design and Construction, American Politics; and Who's Who in America and Who's Who in the World, Jack Rains has received numerous other honors and awards. Most recently he was named an Honorary Member of the American Institute of Architects, and a Lifetime Director of the Houston Livestock Show and Rodeo. In 1999, he was inducted into The Museum of the Gulf Coast (http://museum.lamarpa.edu) and named a "Person of Distinction".

In 1960, Jack Rains earned a Bachelor of Business Administration degree from Texas A&M University, and just 27 years later was named a "Distinguished Alumnus". He earned his Doctor of Jurisprudence degree from the University of Houston, College of Law and only 16 years later was named an "Outstanding Graduate" of the College. In addition he was named a "Distinguished Alumnus" of the University of Houston only 20 years following his graduation in 1967.

Jack Rains makes his home in Houston , as do his three children and eight grand children who are proud eighth generation Houstonians.
